Ensure Conga Template Manager (Conga Templates) is enabled.
This allows Conga Mail Merge to use it as the template source rather than Salesforce’s MailMerge Templates.
Click the Conga Mail Merge tab then click the Setup link.
Check the box to Enable the Conga Template Manager and click Save.
Confirm Users have access to Conga Templates.
Is the Conga Templates object deployed?
Check in Salesforce Setup > Build > Create > Objects > Conga Template. The Deployment Status field should be set to "Deployed."
What are the Sharing Settings?
Check in Salesforce Setup > Administration > Security Controls > Sharing Settings > Conga Template.
Public Read Only is the setting Conga recommends which allows all users to access the Conga Templates object by default but only the owner of the Conga Template record or a System Administrator can edit the records.
Public Read/Write allows all users full access (including the ability to edit) to all Conga Template records by default.
Private allows access to Conga Template records only to the owner of the Conga Template record. Records then must be shared to Groups, Profiles or individual Users on a record-by-record bases or through Sharing Rules.
Does the Profile have access to the Conga Templates object?
Profiles may be used to control who has access to objects, beyond the Organization-Wide Defaults.
Navigate to Salesforce Setup > Administer > Manage Users > Profiles > [Desired User Profile] > Custom Object Permissions > Conga Templates.
The minimum level of access required to access templates stored in Conga Templates is "Read."
